I don't think it was his first story appearance but it didn't take long for the top to fold back to reveal Davros encased in the Dalek Emperor body. What i'm not sure about is whether Davros was fully in control of his own mind or if the Daleks had brainwashed him to lead them.
The Dalek Emperor in the new series though as far as I know is NOT Davros but really just this big super Dalek who screeches a lot.

Despite earlier media reports to the contrary, the Australian TV Week magazine mentions in its latest edition that both public broadcasters, the Australian Broadcasting Corporation (ABC) and the Special Broadcasting Service (SBS) have passed on Torchwood. There is no indication that any of the Australian commercial broadcasters will pick up the show.
The ABC is expected to screen the third series of Doctor Who from mid-year but this is still subject to official confirmation.

Torchwood, written by Doctor Who, Casanova, and Queer as Folk's Russell T Davies has now been sold to nine countries.
It was named after an anagram which was used to protect the secrecy of early Doctor Who roughcuts.
