I can't spot anything different really besides the fact that shockwave seems to come packaged with crashbash.
The decco will be where the money is here I think.

The image IS Legends sized Shockwave. We had the price reveal, he is priced as a smaller sized figure.
Interesting how they didnt change the headsculpts of Blurr and Scourge as they did with the others.

Incidentally that is the Hasbro figure in the image, Takara Tomy uses those as a stand-in and gray scales the images.

It feels like that they're going down that route, not giving them bodies. But who knows? This IS TakaraTomy, and it feels like they take more liberties with their toys so as to make them more awesome than Hasbro's releases.

Well, the Headmaster Jrs. weren't picked by chance: back in G1 they were simply the Japanese releases of the 2nd-year, smaller Headmasters, namely Hosehead as Cab, Nightbeat as Minerva, Siren (aka Loudmouth) as Goshooter, Horri-Bull (aka Terri-Bull) as Bullhorn, Fangry as Wilder and Squeezeplay (aka Crashbash) as Cancer. In fact, the stand-alone Titan Masters are exclusively from that particular group I've noticed, we're only missing Hosehead and Fangry.
