It's just something we have to accept though, that HasTak has to update characters to appeal to the kids so the likes of Perceptor, Frenzy, Rumble and Scourge have more kid-friendly alt modes.
With all 4 of those guys they absolutely nailed the robot modes, especially in Scourge's case, which is most important in my books so I'm happy.

This alt-mode modification is growing on me, I must admit. I would have preferred he be more G1 like Cyclonus, but I can live with Nouveaux sweeps. Speaking of sweeps, I hope we get like a two pack with remolded heads as Sweep drones so I can half a perfect set of G1 Unicronians.
Does he have a gun though?

The gun that was in the picture of his robot mode didnt transform into any form of robot but it did have points where it could maybe transform to fit into his alt mode somehow

He has three points of articulation in each arm, plus perhaps the wrist swivel. He has at least four points of articulation in each leg and his wings are double hinged. The only thing he lacks is a head swivel and perhaps a waist swivel.

2. You already mentioned that he doesn't have a head swivel, so I wont even go there.
3. I cannot be sure about the die-cast myself, as I have never owned one, but most Titanium figures to date have had bad placement of die-cast so it would be easy to assume that it was bad on this one, whether it is or not.
4. It seems that Hasbro has decide to stick with making new alt-modes for characters who's original alt mode was rather obscure or boring (most kids prefer stealth bombers over flying boat things.)
Also what you said does not negate the reported bad quality control and weak plastic on Titanium scourge. Then again, it wouldn't matter if all you're using it for is display. Me I tend to Transform them back and forth constantly when I'm sitting at my desk.

Also, Titanium Scourge's head has a weird incongruity with the proportions of his body, IMO.

I think this version of Scourge homages both his Wings of Honor version and the original figure. But I have to agree with Dead Metal on having Scourge repainted as Cybertron Siedways. Just give 'em a new head and that sword/shield-thing and he would look just like Sideways!

Regardless my point still stands. In fact the word CHUG used as a racist slur holds even less grounds in this case, as specific as the meaning of it is meant to be to the person using the word, especially considering the word chug in that sense is meant to be a verb. Now if they were to call a person a chug-er, or a chugging *insert insult* it would make sense, but the word chug alone should mean nothing.
We would just be gratifying the illiterate goofballs who came up with this if we continued treating it as a racist slur, rather than what it's meant to mean. I'm laughing even more now knowing that is what it's meant to mean to them.
