Yes and no. The final episode of season 2 cleaned a lot of that up.
Also, until those few seconds of screen time, I wasn't aware of just how much I missed the Enterprise-D.

But the dream of the painting was uniform accurate, that was the uniform used around the date they said that painting was made

Honestly, I think you're over-thinking it. They did it for a reason, but to me, it wasn't a big reason, probably just to hint that it was a dream (though it was obvious in other ways that it was a dream)
