EDIT: fans have taken a very close look at the package and it indicates that this contains just 1 deluxe figure inside. So, that removes the option of a reissue of the voyager. It's anyone's guess at this point.

"War Breakdown" was TF: Prime Breakdown's Japanese name, with the "War" part consistently spoken onscreen in the Japanese version of the show. Same with their renaming Knock Out as "Medic Knock Out" for whatever reason.

When Pulse uploaded their unboxing video for Cordon and Spin-Out, the box just said their typical Deluxe Class labeling despite containing two Deluxes:
So it is entirely possible for that box to have a Vehicon and a Breakdown of some sort, especially since it looks bigger than a typical Deluxe Selects box.

I just watched a review and I still think it looks great as far as I can tell. Doesn't have the really long chest, weird head panel that sticks up in the back and never sits flush with the rest of the torso, or the arms that are always angled forwards that the PRID version has. Is it a QC thing with the FE? It looked like the chest may have some issues tabbing together.

I just watched a review and I still think it looks great as far as I can tell. Doesn't have the really long chest, weird head panel that sticks up in the back and never sits flush with the rest of the torso, or the arms that are always angled forwards that the PRID version has. Is it a QC thing with the FE? It looked like the chest may have some issues tabbing together.

Also the (apparent) reasoning is that Hasbro had the mold available to make but decided not to go through with it as taking out the Arms Micron ports would’ve been too costly.

While the mold is available for Hasbro to use, its production cost is in "no man's land",[3] which stymies Hasbro's ability to put it in their normal price points. Why Hasbro elected not to make a toy of one of the show's few bad guys and left it up to Takara... we couldn't tell you.
This mold was differently redecoed/retooled each time into Swerve and Silas Breakdown; the latter was retooled further into Timelines Megatron.

It can't be because of the drop test. Hasbro stated that drop tests are only done for flying vehicles.

The only way I'm cool with two smaller figures, is if it's a retool/paint of battleslash and roadtrap. It won't happen but I could see a convincing breakdown out of the roadtrap mold.

Thanks, I couldn't make that portion out, however, the reference to labels is giving me pause. For shits and giggles I checked out all the Selects packaging, specifically the micromaster 4-pack and sure enough it is accurate, 4 figures and instructions, no reference to accessories or labels. All the others I have so far are single figures with varying numbers of accessories and the # of accessories is correct to the exact number of accessories. None came with or referenced labels.
So I'm thinking it is either 1 of 2 possibilities. 1) The text is accurate and there is only 1 figure with a set of labels to make it either War Breakdown or a Vehicon? (Which makes zero sense to me.) or 2) this is placeholder/standard verbiage that they forgot to update to be accurate and we right back where we started.

I'm thinking it's just a mock up or package sample and there probably isn't anything in the box. That would explain some of the quirks like saying "figure" but having two names or mentioning a sticker sheet when Hasbro swore those off with PotP. It's all very odd.
Well, there's not a huge rush to move on these, they have plenty of anniversaries to celebrate thanks to have sluggish the launch was. The series started with books in 2010, the cartoon and FE toys in 2011, and the RID toy line in 2012. I think they'll be angling towards 2020/2021 both as the anniversary window.
