The mugshots are art... on the box... hence, they are "boxart".
I really hate posting news about international packaging for toys... does anybody honestly care? It's the same box, except with multilingual profiles and toy photos instead of boxart. It's the same formula for every figure.

Just so everyone knows, European law states that an accurate image of the toy has to be put on the box. Since nearly all the drawings show the character in a position that the toy cannot repeat, the actual toy is put on all boxes. This has been the case for a couple of years now with a few Energon toys and all Cybertron ones.

Hmm... that's interesting! It does make sense in the long run. It prevents false advertising.
