If I had to guess? The portal that Skids came out of in the ship made out of the Legislators.
speculation for the entire series/this issue, based on solicits in part: Rodimus is on trial, Dominus Ambus is the judge (see the head shape/collar [maybe Dominus is Tyrest? I think Roberts said that the bots named after cities had a similar deal, they all abandon their names and take on the role]), the cut off phrase from the first issue is "For the sake of the Cybertronian race, don't go through the portal."

I'm really glad the scale issue is fixed, it was probably the one tid-bit I didn't like about #16

Due to the radiation exposure on Cybertron, Tailgate’s spark is “giving up” and has three days to live. Rodimus and the Lost Light crew discover Luna 1, the Miracle Moon. Rodimus takes leads a group to explore the surface, including Rung, Perceptor, Brainstorm, Chromedome, Ratchet and Cyclonus. The surface of the moon is home to a billion unborn sparks as well as an ancient group of Decepticons led by Dominus Ambus. At the end, Ratchet encounters a surprise character that MTMTE readers should be very familiar with.
MTMTE’s writer James Roberts is channeling Chris Claremont’s X-Men comics with a series of ongoing subplots and revelations. Since the beginning of the run, Roberts offers many questions for the readers and reveals them over time. In this issue, Skids encounters mysterious robots chanting “Nineteen Eighty Four.” Readers should be familiar with the significance of the number in Transformers history but how does it fit into the story? We’ll find out in future issues.
Alex Milne’s art continues to be incredible. It’s a great balance of Nick Roche’s cartoony and Don Figueroa’s hyper detailed look.
I highly recommend this issue!

some mightnt be too happy with it but i dont mind. love the bit about luna 1.
theyve been dropping that "missing moon" plot thread since the begining and i have to say i didnt expect it to be in this issue.
kinda feel bad for rewind now as he almost made it to ambus.
the whole idea is very "event horizon" to me so i reckon therell be some fun to be had.
cant wait.

The story was a very different direction from anything we've seen so far, but it is nice to see that a lot of subplots are being woven together (Ambus, Skids, Lockdown, even Tailgate). Interested to see where all of this will end up.
Slowly catching up, I think I'm back on track now!
