Wait a sec. That cartoon model's a fan-corrected version, right? A Fracas-colored version of the model that was based on Fracas's toy, yes? As opposed to the Nightstick-colored version based on the Fracas toy but which was instead used for Nightstick in both The Rebirth and the Marvel comics:

Pretty much every character had several model-cels till they got the final stamp of approval, it's possible that the animation studio and comic-book artist received an outdated/unfinished reference material for Fracas and Nightstick. (Like how several characters in 2nd season AKOM had the wrong colours, or the original TFTM Floro Drey designs showing up in a couple of episodes and the Marvel comics.) I wouldn't read too much into a blooper. Sometime all it takes is for someone to put down the wrong name on the drawing.

Stepper= ladder steps?
Artfire= See Stepper's "flame" deco on his robo breast. Though this part , "fire" can still be attributed to the Firetruck alt mode just like "Inferno".
Was this issue ever cleared up? In the Japanese medium that is.

Doesn't appear to have been.
