And is it just me, or is the blue clashing with all that green elsewhere? It sticks out quite a bit, and not really in a good way.

Now I'm beginning to hate OPrime. With all the rainbow colors that he had released, they couldn't reserved the white one with red eyes and blue faceplate for Ultra Magnus. And then there is Magnus Prime, another OPrime, unbelievable! Good grief, next thing you know they'll call MP22 as OPrime.

Yup -- which as I recall is the only fiction featuring Optimus using the white cab design.
And considering that it's one issue from foreign fiction vs. 31 years of precedent including multiple toys to the contrary and that the colours match up almost perfectly with MP-02 rather than the comic, I'm gonna say this is probably meant to be Magnus.

I don't understand this. You'd skip this simply because he's NOT NAMED Ultra Magnus? You will understand the concept if you only collect by character like me. So I'm more strict compared to normal collectors since I just don't base on mold/colors alone. To me, this Total Commander Convoy/ Supreme Commander is referring to OPrime, not the UM character.

I know nothing of the MPP10's, as I don't own any or done any research. But I do have one KO MP-10 (the White Magnus) and it's awful. And If you watch the video you posted, at 5:15 he starts talking for a couple minutes about how it looks good, but feels dodgy. He also stands it next to his Hasbro MP-10 saying it's much more solid in comparison, but his (official) MP-10SG is actually worst of the three. I did some Googlin' and didn't come up with a whole lot. Nothing with an actual Slurpee or 7-11 logo, but some decent looking slushy cups. Only the links were dead. Oh, absolutely! I'm actually doing a few projects on a 3D Printer in a couple weeks. I'll see if I can CAD up some Slurpee cups & straws that fit. Most difficult thing'll be scale.
