That's because in the states the exclusives are divided among more stores, like Kmart, BBTS and Target. Those dont exist in Canada so TRU (which I must say has amazing distribution in Canada) gets all the exclusives and you can see them all grouped up

There are other considerations. Mattel uses Hot Wheels designs dozens of times, in different colors and styles, before retiring them. Also, Mattel sells cases of toys to retailers, not individual toys. A case of 72 Hot Wheels cars might contain five or six new models that are officially licensed, and the rest are either old molds or vehicles that were totally invented by Mattel.
Masterpiece Shockwave is a toy Takara's not going to be able to get very much mileage out of, unlike Starscream or Prowl. They won't be able to do endless redeco versions to help recoup their development costs. The pricing may factor that in as well.

Funny you should bring up Mattel's Hot Wheels, as I can see companies license their models to a single company only (btw Ferrari has an exclusive deal with them, which means no Ferraris for TF), so if Mattel holds a license, chances are Hasbro can not acquire it until it expires.
TakaraTomy has no problem: the Tomica line of die cast cars is run by them, in fact it's been stated that they got some licenses via Tomica.

And Hot Spot is just sitting there unsold. He's pretty hard to find in the States for a good price. I've never seen one in person, BBTS sold out a while ago, TFSource wants $30 plus shipping which is a bit high, eBay is upwards of $40 shipped, and if he was ever on HTS it wasn't for long and he was never restocked. I haven't bought any of the Protectobots since there isn't much reason without the Voyager, but maybe I should make good on the May Mayhem deal and get the limbs off HTS, grab Hot Spot from TFS, and hope I can get my hands on a Groove.

HTS's eBay store has some sale going on right now - the CW voyagers are 21 shipped (limbs are 14). Maybe check for Hot Spot? I just picked up Onslaught from them today.

Irregardless, this is a GLORIOUS figure! Kinda wanna headcanon him and the other random recolours (Tigertrack, Road Rage, Clampdown etc) into a Primal Vanguard. I'll never get them all but it's still a cool thought.
