"Doesn't tend to" isn't the same as "doesn't ever". It just means that they don't make a habit of using artwork from non-Japanese sources. Lambor G-2 Ver. is a notable example of such rare instances in which they do. Well, most of them really. The original toys were Japanese, but these new toys are based mostly on the artwork from the American cartoon.
Plus, the instructions include screen caps from the American show.

The show's animation models were made by Shōhei Kohara (of Takara) and Floro Dery. And the animation was all done by Toei (in Japan), AKOM, and one other studio. Well, there are also the Reissues from the early 2000s that used Dreamwave artwork, and the Revoltechs that are directly based on Pat Lee's artwork, but then again that's not Takara.
But yeah, generally Takara uses their own art, although it's sometimes by US or international artists that also work for Hasbro.

They got the licensing for Alitalia and Lancia...but yes, the other dozen or so sponsors are all missing as I'm sure it woulda cost a fortune to get them all. No doubt Reprolabels will make a set, just as long as there are no cigarette companies!

No, I don't think so. The cigarette comment was based on their lame ass stance of not doing a set for MP-23...because they don't like smoking. It's a good thing they like trademark infringement or they'd really be in a pickle!
