It looks like the Brainstorm, Chromedome, and Hardhead that come in the Headmasters Set are actually the Nebulans Arcana, Stylor, and Duros from The Rebirth. Could we be looking at how Nebulans came to be in the Japanese G1 universe as they were mentioned to exist in the Nucleon Quest Super Convoy bio?

I think fenrir was asking about the full-sized Autobot Headmasters from The Rebirth. If their Nebulan partners are here, what happened to the big guys? It looks like Brawn, Grimlock and Flywheels have found the Hive City... which Flywheels thinks it's a shopping center (or it's posing as one) Note how it's not named "Scorponok" upon transformation, but "Gigantic Machine Scorpion"
The Neublan and the JP Headmaster interaction in the manga is a neat call back to how the Headmasters worked in the US cartoon, with the partner in a cockpit. It's more of a reversal of the norm in that the Nebulans control the whole body and the Headmasters are in the cockpit this time!
Also neat is that Grimlock and Brawn get their original vehicle models via their redecos Butler/Batora and Synapse! What's more, the combined modes are called "Two-In-One", the Japanese name for the Duocons! Flywheels gets nothing, ironically. We also learn a consequence of using Batora's capture mode: you're stuck like that every time it happens

Even in Re-birth, the system was kind of the same except that the vehicles were sentient and that the Headmasters were organic while Takara's were pure cybertronian.

Maybe that's why is TR self is no longer in that one box set. Maybe he's big enough they had to qualify him as a leader class and he'll be in a 3rd box set!

What do you mean? The Hot Rod body isn't Rodimus Prime.

In both the cartoon and Marvel, Hot Rod and Rodimus had no discernible differences between their bodies other than Rodimus having slightly darker shades of colour, more lines on his face and sometimes he was taller. So the Hot Rod body... does work as Rodimus if you really want it to.
And that'd be 'cos all the stuff you mentioned aside from Godbomber were Hasbro reveals last night, not Takara

Titans Hot Rod works fine as Hot Rod but doesn't have the size/stature of Rodimus Prime who should be Voyager class in comparison to the HR toy and scale with other figures of similar rank and power like Voyager Megatron, Galvatron, Optimus Prime. And plus the alt-mode is vastly different. A full Rodimus Prime voyager figure by either Hasbro or Takara could be awesome. He's never really had a successful & affordable one of that form.

It's entirely possible that legends is ending. Disappointing if the case but at least I can order Sixshot now and quit waiting on Takara so I don't miss out entirely.

Leader class is a good size too, since he was Skyfire-kind of tall in Rebirth. (He could also scale down like Megatron in gun-mode. Shame he doesn't come with a mini-me gun. )

There is a hole in the wolf head right behind the ears. The titan master, in head mode, is supposed to lodge right in there. If you keep the titan master in the helmet for transformation, there will be a hole in the wolf mode neck

Honestly, I don't remember. I know Animated was held off because retailers wanted more movie toys. Thinking like Takara, outside of Sixshot they might feel the Headmaster line is done since most of the major characters have been released.

Not necessarily - after all, these are major characters. They released Optimus Maximus and Sky Reign just fine and even added their own new Combiners-out-of-previously-non-combining-characters into the mix, so they seem pretty easy-going on gimmicks being added like that.
