Cover the ears of your wallet. This Starscream is a BotCon 2008 Exclusive, part of the "Shattered Glass" negative universe that's full of fanwank obscure references. In this case, Starscream has Jetfire's colors as a reference to their friendship in the G1 cartoon.

It started as the theme of BotCon 2008 and has kinda stuck around since. It's basically the Transformers take on the age old science fiction concept of an alternate universe where everything's backwards. Good guys are evil. Bad guys are good. Rights are wrong. Wrongs are right. History's inverted. Etc. etc.
Such iconic examples from the past would be Star Trek's Mirror Universe that had Evil Spock with a goatee, and DC Comics's Earth-3 that had the Crime Syndicate of America (evil Justice League).
