Similar to other Henkei exclusive, the packaging for Strafe is in black and white colour.
Gentei Strafe is an exclusive for members of the Transformers Basecamp web site in Japan, which is itself exclusive to those who own a Transformers-themed Visa credit card.

Anyways, the full bio's rough translation is below. Minor artistic license taken, of course:
"Even now, the Cybertrons' new weapon, the Techbot Corps, is throwing itself into battle with the Destron Army. Suddenly, their sniper Strafe takes the full brunt of an attack and something extraordinary occurs.
The whole corps had maintained the coloration from their original forms, but their outer appearance was completely different. Every member of the Techbot Corps had long ago been reborn from the wreckage of Transformers who had fallen prey to the destroyer of space (uchuu no hakaisha), the Space Emperor (Seikanteiou) Unicron.
Now, according to the research of the Cybertrons' base computer, Teletraan 2, it seems Strafe has somehow returned to his original form. To a worried Supreme Commander Convoy and the rest of his fellow Techbot Corps members, Strafe says merely, "I feel younger than ever, and I'm aching to fight!".
Strafe has now regained the aerial speed of youth, clocking in at almost 1.8 times as fast as his old body! Let us follow the courageous Strafe's example and sortie!"

Uh, I realize that. The poster I quoted stated that he just got an email from BBTS telling him that Strafe was in-stock. As I also have a pre-order for that item, from that seller, I was curious why I didn't receive the same email.

I have no idea, I've never ordered from them before, but TFSource's customer service is pretty good.
I've ordered from RK and their CS is good, though I haven't had to address any issues yet(though I may cancel my MP-01B pre-order and go elsewhere as I want to get the e-Hobby manga so I'll see how good their CS is for sure). Their service is prompt, gave me shipping info via e-mail with tracking info too. Their product packaging isn't fancy but it works. My orders had newspaper and styrofoam boards as the padding and everything I ordered was in tip-top shape.

I ordered DIA Commander from RK. Packing was pretty good but the shipping speed was great. Made it from HK to my house in GA in 4 business days.

However QC isn't 100%
There's a littke bit of a red paint splotch on the side of one of his legs, it look like someone tried to wipe it off, which only lead to some red streaks. However it is over pure white plastic, so I may try something to remove it.
His left shoulder doesn't fit in nicely, it pops out easily leaving a small gap
The Targetmaster's gun barrel is a gold plastic, and not a dull chrome like some might have thought. The only problem is, is the black mark on one side of the barrel where I suppose it was seperated from the dollop and not painted over. Not too noticable though.
Overall Quality-wise I give it a 90%. He's got stiff joints (aside fromt the aforementioned shoulder) and bold colours. The orange actually works with the figure. I very much enjoy him.

I don't know anything about HasTak's manufacturing techniques, but for some reason I really doubt he's hand painted. I could be wrong, but that's my first instinct.

I dunno. I think that they still use labour for small detail stuff. However since I doubt any of the labourers post on this site, I'm just going on speculation.

I have to say, he's entirely bad-ass. I know a lot of people balked at the price and the easy recolor into something we didn't expect, but the figure is SO damn nice.
The red paint is muted, so it absolutely does not give off the candy cane look. The face is very silver with the red helmet, which somehow makes it look less Cyclonus-ish. The orange parts on him look like they're made of the same plastic as the original Strafe's parts. I know a handful of people who are going to be bummed once they see the toy in hand after deciding not to purchase him.
