Jihaxus was around before IDW, Windblade was a toy first and so was victorion. The comics are just cross sale platforms.
Nautica is a good example though.
I'm no comics guy, but does sentinel count?
His face design and color scheme are IDW-inspired, but the character concept itself originated from Marvel G1, with Animated being the first franchise to give a toy to a character bearing the name.
He feel a lot more like a cross sell toy to me. Sure, the colour and face are IDW but its more like Hasbro doing that to sell a new toy that didnt need much effort to do by using the astrotrain mold.
The deal with Tarn is that he would be a new mold, at least I hope. Sentinel is just a reuse with slight homages with a cross sell comic.
Straxus really is the best example so I thank Randomhero for reminding me of that. He is also a bad guy comic only transformers character who didnt appear in much but was memorable and got his own mold. Tarn is pretty much the same thing and Straxus is precedent

Regardless, IDW Jhiaxus was still based originally on Marvel Jhiaxus, right down to their similar head designs. He wasn't a purely IDW-original creation.
That figure doesnt look like IDW Jhiaxus that much. Its a cross of many homages, icluding IDW. But its more hitns than the actual thing.

And they coloured the toy like KB toys exclusive Jhiaxus.
And its also just a redeco of Starscream which is a different body than any other interpretation. So he really doesnt fit at all. Feels more like a retool/redeco to out on the shelves for some low cost diversity of a character that didnt have a gen toy yet.
