I will take the earlier posters point though and treat the "Little guys" as Minicons - and that would therefore (somewhat bizarrely) raise the question if the mini-vehicles are Transformers in their own right or just non-sentient accessory vehicles for the heads.
The real mind bending part is lets say we say the head is (supposed) to be Ape Face then what is the mini-vehicle - is that Ape face too or instead.

I think you're trying to over think something which is confusing you. Going off what I believe is Hasbro's treatment for the titan masters:
The actual deluxe/voyager/leader bodies are the actual characters, and they link up with the little guy, who is a seperate character. Like in Rebirth/Marvel comics. But instead of being nebulons, they are tiny cybertronians. And each little guy also unlocks a power up for the larger guy. Like a speed boost, or cloaking.
The little vehicles that come in the actual titan master class size figures. I believe they are simply non sentient vehicles the little guy can pilot. What makes it different over the larger bodies is there is no spark in the little vehicles, so the titan masters are in full control of those. If they were actual characters, they would probably all have their own names on the box.
