They mean that Cerebros' head here is based on the one from The Headmasters rather than The Rebirth. Difference being he actually had a face in Japan while in America it was a faceplate and visor.

Takara has yet to reveal fortress or the swords.
Its really odd how they are witholding that when you compare to how they couldnt stop bombarding us with awesome images of all the new stuff their Devastator had. Something tells me they arent as proud of this release.
