Hasbro seems to favor G1 Toy accuracy (Just look at the last few Hasbro iterations of Soundwave and his Yellow Visor), then comic accuracy, THEN Cartoon. The red knee decals seem to be a giveaway as to a G1 toy accurate Brainstorm. He didn't have red on his knees in the Headmasters Cartoon as far as I know (His legs were almost completely solid white, except for his feet, which were dark gray).
Of course, if the head mold was designed together with Takara, there's a chance he won't have the faceplate. But I'm not sure how often mold design collaboration happens.
After a particular plotline revelation in More Than Meets The Eye, IDW Brainstorm now has no faceplate.
Plus, they already did a headmaster brainstorm with a similar head connection system. If they end up being compatible, many collectors already have a faceplate head they can swap in if they prefer.
