Not Scrapper, Scrapmetal, the guy quoted in the movie as "ze little one" of the Constructicons who was cannibalized to fix Megs. That last listing is a Movie Masterpiece figure, NOT a SS figure, hence the price.

He really has to doesn't he? Cogman is a little shorter than a human and doesn't turn into a car so for movie accuracy there's really nothing else he can be but a Titan Master.
Only other thing I can think of is a non-Headmaster version that comes with a mini-figure like that Charlie figure that comes with that one Bumblebee, but I'd rather have an improved version of the TLK figure.
