as for being a 7-team combiner, I guess technically he *could* be the first, but any other could have had a legends class weapon & chest piece (or two weapons).
BWII God Neptune was close (repaint of Piranacon). They planned to add Beast Wars Razorclaw (renamed later in BW Neo as Rockbuster) as a "Target-Master" like gun along with the teams 6th member, until ultimately scaling it back to the basic 5.

Payload may be necessary for that mold to work, considering the tab in payload and how he can attach to Cosmos, that would be the only way this would work.

Computron is a box set, the Technobots will not receive individual releases.

Reprolabels could always make a little mouth and nose sticker to put on the faceplate.

Based on this picture from a few weeks back, it actually looks like he will have different hands and feet than Victorion, even though they will be separate dedicated hands and feet:
