None of the CW Seekers were exclusives, neither were the legends seekers or the FOC seekers. Heck, Starscream and Skywarp both got releases in RiD and TC didn't and both Scream and Warp were regular retail.
There really isn't any evidence whatsoever this would have been an exclusive

I wouldn't call it a tiny nitpick, Hasbro is being very lazy with a character that's appearing prominently in advertizing. There's no reason why they couldn't have at the very least pre-tooled a new head and cockpit. Only character I can think of in RID that got it this bad was Blastwave, a straight repaint (pre-paint?) of Bludgeon.

It's just a gut feeling I have based on 15 years or so experience. Thus far the warrior Starscream toy isn't proving to be popular and nobody has ever caused a stampede over Thundercracker. Except for me, that was a long time ago.
