If anything, the Decepticons have shown more of their female members than the Autobots so far.

Windblade isn't overpowered is she's constantly struggling against every opponent she goes up against.
She would be overpowered if she was defeating every opponent with ease and no struggle at all, but that isn't the case because she does struggle every time.
