in a roundabout way, yes, the BM Oracle is Primus. As far as the cartoon is concerned, the Oracle is Vector Sigma with an external user entry on it. The 3h convention comics go on to source the Oracle Shell as a product of the Quintessons, and at the end of the comic Primus thanks the Quintessons for helping to evolve his children. Also, there is an esthetic connection between the symbols found on the RID Optimus Beast Machines toy and the symbols on the Vector Prime toy who was a principle emmisary of Primus.
And one last thing, I find it pretty cool that we are having such a fun transformers plot/origin conversation in a transformers movie forum. The haters cant say nothing good comes out of those films anymore
