You would think a modern Liokaiser homage would do well there too

It makes a pretty big difference since Grand Scourge is not a mainline toy. He is an exclusive and costs a pretty penny.
Liokaiser would not work in Japan. Not because the character isnt recognized by them but because what Hasbro has worked up wouldnt be good enough for takara. Because he is so iconic, turning him into an amalgomation of Liokaiser and Deathsaurus and reducing the number of individuals would be a major insult to fans. I think this is more of a case of the G2 stuff which arent being done in Japan either. Its just a box set reusing pre-existing molds. Takara has made it quite clear that they want all their combiners to be truly unique.
Anyways, those are the reasons I dont think Japan will see a Liokaiser. It would be poetic since we didnt get him last time. And the Die Hard japanese fans who are ok with this liokaiser homage could still get him through their local Hasbro importers like they are currently doing with G2 Superion.

Why dont you buy it? They went out of their way to make a deluxe groove and shuttle blastoff, they sure as hell arent compromising for the Unite Warriors line or else they would have released a jet blast off too. If they are that anal about their combiner in this line, then there is no way they would release this Liokaiser.
