Well, we know that they are sticking to using available molds where possible - even if they aren't sticking to hasbro's teams (swapping bcop for o/p) - so unless the release skyreigns limbs with bcop - so the japanese fanbase can get the mold - and release sky lynx seperately under tav or something, I would expect that skyreign would come with his appropriate limbs.

While I wouldn't doubt that TT would go the extra mile where hasbor would cheap out on us; aren't the pre-tooled heads already unveiled?

You got the general gist. But in the past pretooled heads have gone unused (and still are) for years. Plus, the Offroad model has a whopping 4 to 5, spread over 2 vehicle shells:
#1: Offroad = Ironhide = Trailbreaker
#2: First Aid = Ratchet (sketch)
That lead to my limit of 2 shells with 3 heads per shell, and Air Raid, Skydive (who are reshells) and Rook have yet to unveil their alternate heads, if any.

I meant 3 heads per shell: with 2 shells per model it's 6 total.
