Think it's a slight possibility that Takara might be using the new mold CW Tecnobot Afterburner. repurposed as Grove for their Defensor combiner.

In the case of the Aerialbots and Stunticons it may have been, even then I think it's more of Hasbro not wanting too much redundancy in their lineups and Takara wanting to recreate the original teams. So Hasbro went along with making them as a way for fans to recreate the original teams while also making the teams diverse enough on the shelves.
In this case, it's not a matter of lack of diversity but some weird adherence to scale (despite Rook being huge compared to his team mates if they were in scale). So Groove was developed as a Legend to keep him as part of the team.
I think that this Deluxe Groove is a TakaraTomy only initiative to have the original Protectobots with the same roles as the originals. Hence why Legends Groove is Adventure Override and now we have a Deluxe Groove coming.
I think the other issue is Takara are selling these as one set as opposed to Hasbro who are selling each figure individually. Takara can get away with some uniformity in design that way since 5 figures are moving in one swoop whereas Hasbro feels they need some diversity on the shelves.

You're not alone! I have issues with Hasbro's CW Prime only because of the lazy paint execution. Though I don't have MM yet, I've seen enough pics to know I'll like him. I don't think so. He is a great figure. He is such a beast in bot mode. His transformation feels powerful and lends to him being a brawler.
