They retooled Devastator and he was a titan.
Right, but he came in parts and was a considerably smaller titan, right? They were essentially just retooling some voyagers.
In any case though they probably could have done some minor retooling - heck, if you want to count it I guess giving him different sounds is retooling. I think? I dunno. But I don't think they could've done anything as major as ramps and extra guns.

Legends Max looks nice, but I think I'll just get the US version this time around. A modestly different deco on a guy I have no attachment to isn't worth the extra dough to me.

Well, they have more patience than me because I used to throw unwanted figures in the trash. When my son became of age I started throwing them in his toybox. SDCC FoC Bruticus landed there along with UW-05 minus Sunstreaker and Mirage. He's into Minecraft now so Transformers i've "experienced" are winding up on the curb again. I briefly considered getting Legends Scourge along with 3 of the Hasbro releases to act as Sweeps but I just can't get past that Headmaster gimmick. I wouldn't count on it. These online Legends manga chapters have had 39 made so far and of those 39 chapters, only one of them, Chapter 33, has been fully translated in English. The Grand Galvatron Chapter comic, however, was translated, but not the Lynxmaster Chapter comic.
