Were not sure, its all conjecture. But it makes sense, especially since Hasbro did that with combiner wars and released the stuff Takara made different individually.

No, they released the stuff that they thought about making but that Takara got to first. Lest you forget, Quickslinger and Brake-Neck's heads were conceived by Hasbro and tooled into the molds before Takara's run.

I dont see how this is any different. You are saying that these new heads were not designed by hasbro. DO YOU KNOW THAT?! Because for a fact we know that the "takara exclusive" starscream head in unite warriors (for ghost starscream) was designed by Hasbro, just like 99% of all toys.
So no. We dont know it either one way or another. For all we know, this can be the same scenario where Hasbro made a design and Takara is carrying it out first and Hasbro will release it later. Or never, like was the case with Prime Breakdown who was designed by hasbro too.
