Let's settle this. YES, it's an official transforming brick Transformers set. Most people discount it though because:
1. It's not made by Hasbro.
2. It's not commonly available.
3. It's not lego-combatable.
When we talk about the Kazi toy being superior we mean superior to something we can actually buy today from Hasbro or online... the BTR and Kre-O lines.

It's supposed to be his forehead crest. There's a small yellow piece underneath it meant to be his eyes. Someone should take that figure and do a head and fist swap with the Kre-O OP figure.
