Any sweepsake, drawings, or contests, or even random promos are completely forbidden in Quebec unless you pay some sort of fees and taxes at the Société Des Lotteries et des Jeux du Québec. Also, you must back up any prises you give by depositing the equivalent money ammount in their coffers, in case of any screw-ups of frauds.
Sure, this law does protect us from fake contests. Unfortunately, it mean most foreing contest will never bother dealing with that cumbersome law. Even when the "contest" is just to send a cuppon to get free stuff instantly! Like a free MTG card when you purchase the video game on XBLA. Oh well...
I expect that Jetfire to pop up on Ebay pretty soon... with a over 2000$ price tag.
