As already mentioned, a couple of Constructicons don't yet have seperate toys with bot modes (apart from the EZ collection versions) There's the third bike sister. There's a bunch of small Decepticon drones including a bird made of blades (who may or may not be Laserbeak), some tiny balls that turn into robots, some aborted fetus-bots, some brain slugs and a small mechanical mosquito. There's Alice. There's a load of household appliances that get Allsparked. There are the Ancient Primes (who mostly just look like the Fallen) and there a whole bunch of generics seen both in flashbacks and in the scene you mention. Alice, the mosquito, the generics, the fetuses and the Primes don't transform at all.
I don't know of any plans to make toys of these guys.
