Not quite: as Cloud uses FoC and other repurposed designs for the local denisens of Cloud World, they're more likely Cloud Starscream and Hellwarp. The coloring make it really hard to tell.

Cloud Starscream is already on the right (using the Doubledealer mold) with Cloud Shockwave (using the Whirl mold). That's definitely the FOC Generation Starscream design which he used during Sky-Byte's comic debut. There's a scene later where they fly off together.
