The most of Victorion's design that was chosen by fans were the molds, the gender, and the colors. How those were implemented was all Hasbro. All
professional. Point your blame the right way.
Actually, I never voted, were we allowed to choose the molds, or just whether they were air or land based? Most of the things we got to choose were fiction related actually, right?
We got to vote on the following:
Her gender
Her name
The molds used (actual molds, not just air/ground)
Her color scheme
Her special power (Gravity control)
Her origin ("Rust Sea" won, so while the components are from Caminus, Victorion proper was "born" in the Rust Sea in-fiction.)
Her "rival" (Galvatronus won, and while that "character" doesn't exist in the IDW Generation 1 continuity, there is a current Galvatron for her to butt heads with!)
Her attitude ("doesn't take instruction well" won, and yeah, her first forming, she's kind of a loose cannon until Windblade talks her down.)
All the actual design work using these parameters was Hasbro
